In order to reduce atmospheric carbon dioxide emissions in the United States, which market strategy would be more effective: carbon tax or cap-and-trade? Why?

Which market strategy has a greater chance of gaining support in Congress? Why?

    The cap and trade system would be more effective because it is a flat rate of trades which encourages companies to work together on the matter of reducing emissions and climate change. The Carbon tax would be less effective because it allows companies with large profits to continually use the same amount of carbon dioxide that they have in the past while dealing with the fine.
    Congress would support the carbon tax because the money would go straight to the government compared to the trading of "allowances" between companies.

  2. We believe cap and trade is the overall better solution for the United States market. We believe this because mostly because it harnesses market forces to to find the lowest cost means to reduce carbon. It allows for a more effective reallocation of resources, and allows for companies who are more efficient to sell their excess cap to the market. We believe that cap and trade has a greater chance of gaining support in Congress because of pass precedent in the laws. It is a system that the government has experience with and therefore would be more likely to pass than an entirely foreign tax on carbon.

    Cap-and-trade is more effective because it puts a limit on the amount of emission permissible within a certain country. The carbon emissions not produced by the country can be traded with another country in return for another incentive. Whereas, carbon tax is more susceptible to loopholes which allows people to overuse the carbon emissions considering that they are only paying an annual price for it. The idea of annual taxation becomes adaptable in society.

    We believe that carbon tax would gain more support in Congress because it more more likely for a country to pay extra to go over the limit of the production of carbon emissions. Thus, the Congress receiving extra money and support from countries. This improves the economy within the country, rather than relying on social norms by using the cap-and-trade strategy.

  4. Both a cap-and-trade system and a carbon tax would be effective in reducing US CO2 emissions. However, the cap-and-trade system would be more accepted and would gain more support in Congress. People are typically against taxation and strict regulations. With the cap-and-trade system, you are still giving companies a certain degree of economic freedom while also forcing them to reduce emissions. The cap-and-trade system has proven to be effective in the European Union while having minimal economic effects. A strict carbon tax could result in job losses if companies can not afford it. This is why a cap-and-trade system would work best.

  5. We feel that Carbon tax would be more effective to reduce emissions. We feel this way because the government would set a unit price for when rate of emissions is to high in a way to earn money for the economy. The companies would be more likely to be buy new low carbon technologies.
    Carbon trade would have a greater chance of gaining support in congress. The companies would have more flexibility in setting prices for new technologies instead of being regulated by the government.

  6. We believe that a cap and trade system would be far more effective in lowering the atmospheric carbon dioxide emissions in the United States. By creating a new economic resource for industries, predetermined max levels of emissions, and incentivizing alternative energy, it is apparent that a cap and trade system would be effective in forcing the energy industry in the United States to lower their emissions.

    In terms of getting past the United States Congress, simply the word "tax" is too terrifying for most congressmen and congresswomen. Considering the fact that there are also tangible examples of the effectiveness of the cap and trade system, such as the European Union, it would be far easier to pass cap and trade rather than a carbon tax.
